Director
Eldar Salahov has been appointed as the director of “Baku International Sea Trade Port” LLC, a company of “Azerbaijan Railways” CJSC (ADY), one of the AZCON Holding companies. Eldar Salahov was born in Baku. In 1997, he graduated from the Azerbaijan State Economic Institute with a degree in finance. In 2014, he earned a PhD in economics. From 1998 to 2001, he worked as an expert on the feasibility studies of free economic zones for the United Nations Development Programme (UNDP). From 2001 to 2002, he served as a senior specialist in the Investment Policy Department of the Ministry of Economic Development. Between 2003 and 2016, he held executive positions, including general director and vice president, in various private companies and international projects. Since 2016, E. Salahov has continued his career at the State Agency for Vocational Education under the Ministry of Education as a department head. Starting from 2019, he held the positions of Deputy Head of the International Relations and Information Technologies Department and later Head of the International Cooperation and Protocol Department at the State Committee for Urban Planning and Architecture. He served as the head of the project management group for the “Baku City Master Plan for 2020–2040,” as deputy head of the working groups established for the preparation of the “General Plan” of the liberated territories and the “Master Plans” of the cities of Aghdam, Fuzuli, Zangilan, Jabrayil, Shusha, Kalbajar, and Lachin. He was also the head of the project management group formed to participate in the international bidding process to secure the right to host the 13th Session of the World Urban Forum, one of the UN’s prestigious events, scheduled to be held in Baku in 2026. Prior to his new role at the Port of Baku, he has been serving as the head of the International Relations Department at ADY since 2024. According to the decree of the President of the Republic of Azerbaijan Ilham Aliyev, dated February 25, 2025, “Azerbaijan Railways” CJSC was reorganized to include the Baku Port under its structure. The aim of this reorganization is to render transportation operations and logistics processes in the railway sector more efficiently and promptly, as well as to more efficiently address the needs related to maritime transport.
